Program Subcontract Manager with Security Clearance

Position Summary You will lead and manage a multi-disciplined program management team consisting of Subcontracts, Program Control, and technical evaluators.
You will lead efforts to develop Requests for Proposal to staff efforts on the prime contract, evaluate proposals, and make recommendations for award.
You will be the primary interface to subcontractor program managers, engaging with them regularly on subcontract actions, staffing, and performance.
The MILSATCOM Systems Engineering, Integration, and Test (MSEIT) effort provides leading edge Systems Engineering & Integration (SE&I).
We support the US Space Force's acquisition of state-of-the-art Military Satellite Communications systems, providing global secure, survivable, and protected communications for our nation's warfighters.

Key
Responsibilities:
Lead a program management team consisting of multiple disciplines, including Subcontracts, Program Control, technical evaluators, recruiting, purchasing, and security Lead efforts to develop Requests for Proposal (RFPs) to staff efforts on the prime contract, evaluate proposals, and make recommendations for award Write RFPs, Technical Evaluations, and Sole Source Justifications Track and maintain oversight over subcontractor partners, to include subcontract actions and modifications, staffing and performance Serve as the primary interface to subcontractor program managers, engaging with them regularly on subcontract actions, staffing, and performance Investigate, coordinate, and evaluate the addition of new subcontractor partners Submit reports on subcontractor and small business hiring, including supporting the update and submittal of the twice-yearly Small Business Utilization Report Write and submit the yearly Subcontractor Performance Assessment Report System (SPARS) for each active subcontractor on the MSEIT team Work with security to support efforts to sponsor facility security clearances for new small businesses on the MSEIT contract Work with recruiting to offer small business career opportunities to LinQuest candidates Coordinate regularly with MSEIT program management leadership on status of subcontractor performance, hiring, and Small Business UtilizationRequired Skills and
Experience:
BS degree 10
years' experience in technical leadership managing teams 5
years' experience working in an SE&I environment Demonstrated leadership and organizational capabilities Understanding of the discipline and practice of Systems Engineering Demonstrated organization capability with ability to handle competing priorities Demonstrated ability to clearly articulate ideas, recommendations and options to customers, senior leaders, and stakeholders Strong interpersonal skills, communication (oral and written), and presentation skills Ability to multi-task, prioritize tasks, and quickly adjust in a rapidly changing environment Solid analytical and problem-solving skills Proficient in Microsoft Office products (Word, Excel, Powerpoint) An active Secret clearance is required to be considered for this position Preferred Skills and
Experience:

years' experience in program management-type supporting roles.
10
years' experience in DoD space systems.
5
years' experience with MILSATCOM, such as AEHF, Evolved Strategic SATCOM, EPS, Protected Tactical, WGS, and FAB-T programs.
Certifications in Project Management (PMP) Familiarity with contracts/subcontracts processesCompensation for California:
Starting salary ranges from $160,000 to $190,000 depending on relevant experience and qualifications.
Compensation for Colorado:
Starting salary ranges from $150,000 to $175,000 depending on relevant experience and qualifications.
