Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work actlvities.Applies experience and advanced knowledge to plan and accomplish assignments. Analyzes and interprets planning criteria in the review of airport and aviation planning documents. Reviews and provides technical guidance on airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance for the preparation and coordination of local airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans.Assists in the development of the ADO/RO Airports Capital improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program. Assists environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Coordinates with compliance specialists to ensure compliance with applicable Grant Assurances.Demonstrates considerable independence in planning time and helping a manager, project/program manager and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Reviews the initial submittal of ADO input to the National Plan of integrated Airport Systems entry/removal requests per FAA guidance. Reviews land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Works with experienced planners and compliance specialists to accomplish actions including conducting review of appraisals submitted by sponsors, ensuring that land acquired under a project is properly configured, has good title and cost is reasonable.Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers and other external parties to share information about the FAA and explain the applications of policies and procedures on airport planning and programming, airspace, airport design standards and contract administration. Drafts correspondence for review by more experienced planners. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development.Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approaches or recommend new approaches. Assignments often requires reviewing planning consultant contracts and scopes of work for consistency in the procurement of professional services requirements under the limited guidance of a manager or other employee. Reviews benefit/cost and life-cycle costs analyses. Coordinates with experienced planners on issues concerning nonstandard design. Recommends improvements to systems and processes for modification of standards requests to management and/or RO.Prepares project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system (SOAR). Possesses an understanding of grant project management and associated financial reports. Performs project close-out review and prepares recommendation to management for grant financial completion, including eligible final payment or recovery as appropriate.Performs other duties as assigned. In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-10/11. If this position is filled at the FV-H pay band level incumbent may be promoted to the next level without further competition. However, the grade of a position is based on the duties officially assigned and actually performed by the incumbent of the position. These duties are affected by the Supervisor's willingness to delegate higher graded duties and incumbent's capacity to perform the duties. Therefore, the indication of maximum grade is to be considered neither a guarantee nor a commitment that the position will so develop.Qualifications must be met by the closing date of the vacancy announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
